On April 24, 2025, Gloucester residents will vote in a special election to determine whether to enact the Multifamily Development Overlay District (MFOD).
A YES amends the zoning ordinance and affirms the City Council's vote.
A NO vote rejects the zoning amendment.
The Gloucester City Council adopted the MFOD on October 1, 2024, following a year-long planning process. The Gloucester Planning Board developed the proposal in collaboration with RKG Associates, incorporating technical analysis and community input to ensure it meets 3A requirements and the city’s housing needs.
